Boosting Infrastructure and Empowering Youth in Rural Areas a Priority: PM Modi

At the inauguration of the Grameen Bharat Mahotsav 2025, Prime Minister Narendra Modi highlighted the importance of creating economic policies that consider every section of society to strengthen the rural economy.

Emphasizing his vision of ensuring an empowered rural India, PM Modi stated on Saturday that strengthening infrastructure, ensuring basic amenities, and providing job and business opportunities for youth in villages through various schemes remain a priority for his government.

In his inaugural speech at the Grameen Bharat Mahotsav 2025 held at Bharat Mandapam, the Prime Minister noted that rural youth are benefitting from schemes like the Mudra Yojana, Start-Up India, and Stand-Up India. He further mentioned that the Micro, Small, and Medium Enterprises (MSMEs) have reaped significant benefits from the Credit Link Guarantee Scheme, with over one crore rural MSMEs availing of its advantages.

“Ensuring a dignified life for the people of rural India is the priority of my government,” PM Modi said.

He reiterated his vision of empowering rural India by providing ample opportunities for villagers, reducing migration, and enhancing the quality of life in rural areas. To achieve this, the government has implemented programs in every village to ensure basic amenities.

He further highlighted the achievements under various flagship schemes:

  • Toilets have been provided to every household as part of the Swachh Bharat Mission.
  • Crores of rural families have received pucca houses under the PM Awaas Yojana.
  • Safe and clean drinking water has been ensured for lakhs of households through the Jal Jeevan Mission.

“Today, health facilities are being provided to people in more than 1.5 lakh Ayushman Arogya Mandirs,” the Prime Minister said, adding that digital technologies have enabled telemedicine, offering access to top doctors and hospitals in villages. He also noted that e-Sanjeevani has benefitted crores of people in rural areas.

Reflecting on the challenges of the COVID-19 pandemic, PM Modi stated that the world had doubted how India’s villages would cope. However, his government ensured that vaccines reached even the most remote areas.

The Prime Minister emphasized the importance of economic policies that include every section of society to strengthen the rural economy. He also underscored the government’s commitment to providing maximum economic assistance to villagers, enabling them to engage in farming and create new employment and self-employment opportunities. Under the PM Kisan Samman Nidhi, farmers have received approximately ₹3 lakh crore in financial assistance.

Focusing on rural infrastructure, the Prime Minister noted that most villages are now connected to highways, expressways, and railways. Over the past 10 years, approximately 4 lakh kilometers of roads have been constructed in rural areas under the Pradhan Mantri Gram Sadak Yojana.

“Villages are becoming modern 21st-century hubs of digital infrastructure,” PM Modi remarked. He highlighted that over 94% of rural households now have access to telephones or mobile phones, and banking services, along with advanced technologies like UPI, are available in villages. The number of Common Service Centres (CSCs) has risen from less than 1 lakh before 2014 to over 5 lakh today, offering dozens of government services online. This infrastructure, he said, is accelerating village development, creating employment opportunities, and integrating rural areas into the nation’s progress.

At the same event, Union Finance Minister Nirmala Sitharaman stated that the government is focused on uplifting the poor, youth, farmers, and women through various central schemes financed by public sector banks (PSBs).

“PSBs are already operating credit saturation drives in priority sectors for schemes such as the PM Mudra Yojana, PM Awaas Yojana, and SVAnidhi Yojana. Taking the momentum further, the Grameen Bharat Mahotsav showcases India’s rich cultural heritage, aspirations of rural people, and development in four key areas: GI Tags, natural farming, women empowerment, and tribal welfare, with a focus on North-East products,” Sitharaman said.

She highlighted that the event showcases rural products, including over 50 items with Geographical Indication (GI) tags, and pointed to several initiatives aimed at women’s empowerment, such as the Drone Didis and Lakhpati Didis programs, which have significantly contributed to skill development and economic growth among women.
