Chhattisgarh Launches Rural Bus Scheme to Empower Remote Communities
Chhattisgarh’s Council of Ministers has approved the implementation of the Mukhyamantri Gramin Bus Suvidha Yojana, a significant step in improving transportation access in some of the state’s most isolated and neglected communities. The goal of this new project is to provide scheduled and rural areas that do not already have regular passenger services with dependable, reasonably priced public transportation.
The scheme is expected to significantly improve mobility in these regions by introducing consistent bus operations on routes that have long been disconnected from the main public transport grid. As per the state government’s announcement, permits will be made available for light and medium passenger vehicles with seating capacities between 18 and 42 passengers, not including the driver.
To help identify the area’s most in need and oversee the implementation of services, the state will establish special committees at both the district and state levels. These bodies will be responsible for mapping out potential rural routes, assessing local needs, and ensuring that buses run efficiently and effectively.
What sets this scheme apart is its commitment to inclusivity. Priority to operate these new routes will go to local residents, especially those from Scheduled Tribes (ST), Scheduled Castes (SC), Other Backward Classes (OBC), women, and individuals living in Maoist-affected areas. A transparent tender process will be used to select eligible operators.
To support vehicle owners and encourage participation, the government is offering several incentives. Operators will be fully exempt from monthly transport taxes for up to three years from the time they receive their initial permit. Additionally, the government will provide per-kilometer financial aid—₹26 in the first year, ₹24 in the second, and ₹22 in the third—based on the type of vehicle used.
The plan also includes a progressive fare policy. Senior citizens over 80, individuals with physical or intellectual disabilities, blind persons, and those living with AIDS will be allowed to travel free of charge, along with one caretaker. Meanwhile, residents of Maoist-affected regions will receive a 50% discount on fares.
Overall, this scheme is not just about transportation—it’s about inclusion, access, and uplifting communities that have long been left behind. It marks a strong move by the state toward making public services more equitable and efficient.
