Himachal Pradesh Empowers Panchayats to Oversee Rural Water Schemes
In an effort to enhance local governance and improve the management of drinking water, the Himachal Pradesh government is planning to transfer control of rural water supply schemes from the Jal Shakti Department to local panchayats. Discussions are already underway to ensure a smooth and effective transition, which is expected to increase accountability and promote better conservation of water resources.
As part of the new framework, panchayats will be given authority to oversee the daily functioning of water supply systems in their respective areas. Although employees of the Jal Shakti Department will continue in their roles, they will now operate under the guidance of the local panchayats. This administrative restructuring aims to give grassroots bodies a more proactive role in managing water services.
The government also intends to implement geo-tagging of water sources to improve monitoring of water levels and usage, enabling quicker response in the event of shortages or technical issues. To support the panchayats, both technical expertise and financial assistance will be provided.
While the majority of villages in the state have already been connected with tap water under the Jal Jeevan Mission, the government has instructed departments to ensure that every household is covered under the initiative.
Under the new arrangement, Jal Rakshaks will handle the cleaning of water tanks, while Beldars or Keymen will manage the release of water. These staff members will continue reporting to junior engineers, but regular coordination with panchayat heads will be essential. Panchayats will also be kept updated on water supply schedules, and distribution in residential areas will be staggered to ensure fairness. This shift is expected to bring greater efficiency and transparency to the management of rural water resources.
